New safety standards for in-ground pools in Quebec

Safety around in-ground pools is a priority in Quebec. In order to prevent the risk of drowning and ensure a safe environment, new standards have been put in place. These regulations apply to all pool owners, whether it is a new installation or an existing pool. Here is what you need to know to be in compliance with the law.

Why these new standards?

Every year, accidents occur around residential pools, particularly among young children. The new regulations aim to reduce these risks by imposing reinforced safety measures, such as the installation of barriers and locking devices.

What are the main obligations?

  1. Mandatory fencing around the pool

All in-ground pools must be surrounded by a fence at least 1.2 metres (4 feet) high to prevent access by young children. This fence must not contain any elements that facilitate climbing and must be equipped with a gate that closes and locks automatically.

 

 

  1. Secure doors and access

If the pool is located near a house or shed, any door giving access to the yard must be equipped with an automatic locking mechanism to prevent a child from accessing it unsupervised.

  1. Ban on pools directly accessible from a terrace

The new rules prevent pools from being directly accessible from a terrace without an additional protective barrier.

  1. Mandatory safety equipment

Owners must have on hand:

  • A pole or life buoy
  • A first aid kit
  • A clear display of safety measures and emergency numbers
  1. Compliance of existing pools

Unlike the old regulations that only applied to new installations, all pools, even those installed before 2010, must be brought up to standard by September 30th, 2025. This means that if your pool does not yet meet these requirements, it is time to make the necessary changes.

  • Check municipal regulations, as some cities may impose additional rules.
  • Have your facilities inspected by a professional to identify improvements that need to be made.
